PLANS to build two bungalows on a small patch of land classed as green belt have been thrown out.

Plans were submitted to Warrington Borough Council’s planning department seeking outline permission for two single storey homes in Winwick.

Applicant Cemco 21 Ltd sought approval for two bungalows, each with private amenity space and associated off-street car parking, on vacant land to the south of Delph Lane.

The land previously had agricultural use, but appears overgrown at present, however the council raised harm to the green belt as a reason for refusal.

Documents supporting the application state: “While it is acknowledged that the site is located within the green belt, the proposed development is compliant with local and national planning policy.

“There is identified demand in the borough for the provision of new homes suitable for older persons and those with reduced mobility.

“The proposal will assist the council in addressing its historic shortfall of supply and subsequent housing delivery, as well as securing sustainable development.

“The proposal will not result in significant harm to the openness, nor conflict with the purposes of the green belt.

“It is therefore considered that the proposed development would outweigh the harm to the green belt.”

A council report states that the application was publicised by way of 19 neighbour letters, which led to one letter of objection being submitted.

This raises green belt concerns, as well as issued with the impact the development may have on the road network in the area.

In refusing permission, the council said: “The proposed development for the erection of two single storey dwellings within the green belt is not considered to be acceptable.

“The recommendation to refuse planning permission has been made because the development is not in accordance with planning policies.

“Furthermore, very special circumstances have not been demonstrated that could reasonably be used to justify the development, despite it failing to satisfy adopted green belt policy.

“The development would also detract from the landscape setting to the detriment of the character of the area.”
